By 1913 the process of naval expansion initiated in the 1890's and accelerated by President Theodore Roosevelt had borne fruit in terms of capital ships, but the US still lagged
behind in balancing the battle line with cruisers and torpedo craft. Nevertheless, the US could legitimately rank itself amongst the world's leading naval powers. The Navy And
